Tanzania Country Program
Title:     Knowledge and Information Officer
Reporting to:   Deputy Chief of Part: Program Quality and KIM,
Location:   Dar es Salaam
Duration:   September 15 – December 31, 2012.

Background
The LEAD Project is a follow up project to AIDSRelief which supports quality HIV care and treatment,
TB/HIV and PMTCT services in Mwanza, Mara, Manyara and Tanga Regions. The project is implemented
by a consortium of four organizations, led by Catholic Relief Services (CRS), and includes Interchurch
Medical Assistance  ‐  World Health (IMA), University of Maryland School of Medicine  ‐  Institute of
Human Virology (UMSOM‐IHV) and Futures Group International. The LEAD Project works with the
National AIDS Control Programme (NACP), Regional/Council Health Management Teams (R/CHMTs), and
Faith Based Organizations (FBOs) to strengthen local capacity and enhance local ownership in the
provision of comprehensive HIV care and support, including use of ART. The key program areas covered
are: PMTCT, adult care and support, adult treatment, pediatric care and support, pediatric treatment,
TB/HIV and laboratory infrastructure.
The overall goal of the LEAD Project is to ensure that people living with HIV/AIDS (PLHA) and their
families experience improved health and wellbeing. During COP12, LEAD Project is putting efforts to
increase uptake of more efficacious ARV regimens for HIV positive pregnant women from 75% to 80%
and HIV Early Infant Diagnosis (HEID) among exposed infant from 15% to 40%, increase enrollment and
retention of children into comprehensive HIV care, treatment, and support services from 8% to 10% by
March 2013 in Manyara, Mara, Mwanza and Tanga, and ensure maximum ART retention. In addition,
LEAD is focusing on improving local partners’ managerial and technical capacity for planning and
delivery of quality and sustainable HIV services, ensuring at least 85% of TB suspects receive appropriate
management, strengthening laboratory services toward accreditation, and ensuring strategic
information is utilized by RHMTs, CHMTs, local partners and over 100 health facilities for continuous
quality improvement.

Position Summary
Under the guidance of the Deputy Chief of Party for Program Quality/Knowledge Information
Management, the main focus of this short‐term assignment will be to forge and sustain linkages with
consortium members and LPTFs to generate, analyze, and disseminate knowledge and information for
quality monitoring, planning, adjustment and re‐prioritization of efforts and resources. S/he will ensure
coordinated collection, compilation, and sharing of field trip, progress, and other implementation
reports, donor compliance reports, and external communications, publicity and general awareness
materials.

Specific Tasks
1. Knowledge and Information Management
• Organize online database and ensure all LEAD staff has access to key LEAD documents
and resources
• Compile key program documents (trip reports, progress reports, meeting minutes,
contact lists, funding applications, etc.) and post to online database• Flag missing trip and training reports per field visit schedule, and follow up with
appropriate staff
• Review trip, progress and training reports and identify actions/recommendations for
follow up. Ensure such follow‐up actions are appropriately shared with all teams and
their implementation monitored
• Ensure that all templates and tools for field visits, fact sheets, site assessment, etc. are
organized and accessible to LEAD staff
2. Coordination, Monitoring and Reporting
• Assist the Deputy Chief of Party in ensuring LEAD Program meets established
performance targets and standards of quality
• Participate in analysis of data and follow up on recommendations for improved
performance as required
• Support the Program Assistant in ensuring logistics for meetings, workshops and
trainings are appropriately handled
• Participate in preparation of LEAD scope of works, work plans, and continuation
applications
• Assist the Deputy Chief of Party in meeting donor reporting requirements – monthly,
quarterly, semi‐annual and annual reports.

Supervisory responsibilities: none


QUALIFICATIONS/EDUCATION, EXPERIENCE AND COMPETENCIES/OTHER SKILLS

• Bachelor degree in health Science (medicine, nursing, pharmacy), Project Management, Communication
or related field. Desirable: Post‐graduate degree in    public health, information management, Project
Management or business administration preferred
• At least 3 years experience working with HIV/AIDS programs (ART, HBC, OVC) or community‐based project
• Experience on USG‐funded health and/or other development programs preferred
• Prior experience in logistics coordination and information management
• Fluent in both written and spoken English
• Excellent writing skills, experience drafting reports necessary.
• Excellent organizational skills and attention to detail
• Computer literate (particularly in excel, MS word and email)
• Strong problem solving skills and ability to resolve conflicts.
• Excellent interpersonal, organizational and written / verbal communication skills, including in cross‐
cultural settings
• Self‐motivated
• Ability to communicate with many types of people
• Ability to work effectively under pressure and to organize and prioritize competing activities;
• Desire to work effectively in a team oriented environment;
• Flexible, self‐starter, patient, dedicated, and creative.
