Pan African Energy (Tanzania)(PAT) seeks an outstanding Programme Manager (PM) to develop and implement a range of local social development projects in Tanzania, with a view to achieving national status for keystone initiatives.

PAT is the leading integrated energy company in Tanzania; developing and supplying natural gas for the power, manufacturing and transportation sectors in the country.

A wholly owned subsidiary of Orca Exploration Group Inc , PAT has been in the Tanzania market since 2001 where it has been operating the Songo Songo natural gas field. PAT has a commitment to the development and efficient use of Tanzania's natural gas resources and is engaged in exploration to increase the nation's natural gas reserves. In addition to exploration, PAT also operates the gas processing plant at Songo Songo, on behalf of plant owners, Songas Limited. The gas produced from the field is used primarily to generate much needed power for Tanzania's electrical power grid.

Complimenting PAT’s substantial role in developing Tanzania through the provision of power, PAT operates a diverse range of social development projects to further improve the lives of Tanzanians and the wider economy. Whilst the company is headquartered in Dar es Salaam, programmes are initially focussed within Kilwa district and on Songo Songo Island.

POSITION DESCRIPTION

The PAT Corporate Social Responsibility Programme Manager will lead the development and expansion of existing CSR projects, be responsible for regular strategic reviews, and the implementation of new projects. Your core functions will include refining the existing programme, bringing impeccable management systems to bear to deliver efficiencies and ensure projects are aligned with corporate goals and customer needs; similarly through detailed analysis, developing the organisation’s future CSR strategy; building relationships with associated line ministries and stakeholders; raising third party funding; and enhancing the PAT reputation across Tanzania. You will manage a small, highly skilled team to ensure appropriate projects are delivered on time, on budget, and where they are needed most. You will report directly to the Country Chairman and Country Manager and as a minimum will be expected to:

Develop and implement the PAT Corporate Social Responsibility Strategy

• Conduct a root and branch review of the existing strategy.
• Develop the strategy to ensure it meets the needs of specific communities associated with PAT, the wider strategic goals, standards and values of the company, and the activities of the wider donor community.
• Liaise with all major stakeholders and government agencies to ensure alignment with wider Tanzanian goals, initiatives and policies.

Design and implement the PAT CSR Programme

• Within the wider strategy and PAT allocated budget, develop an annual CSR programme of works.
• Lead the Programme Office, Review Boards, Stakeholder Engagement,
• Lead the selection of local project managers.
• Manage budget on behalf of the Country General Manager
• Monitor expenditure and costs against deliverables and realised benefits as programme develops.
• Plan and monitor the programmes overall progress.
• Resolve any issues and instigate corrective action as appropriate (Issues management and analysis).
• Manage and develop staff within the CSR team.
• Ensure the delivery of new products and/or services from the projects is to the appropriate level of quality, on time and within budget, according to the programme plan.
• Take responsibility for the quality assurance and overall integrity of the programme
• Risk assessment of programme and subsequent management to ensure successful completion.
• Manage dependencies and interfaces between projects.

Identify, secure and manage Third Party Funding

• Lead programme pitches to secure 3rd Party Funding for keystone projects from the international donor community and other corporations.
• Manage 3rd party contributions to the programme as appropriate.

POSITION REQUIREMENTS:

This position calls for a manager with a proven track record of first class programme design and delivery, ideally within east Africa. Applicants must believe passionately in social development and must reflect fully the highest ethical standards and entrepreneurial spirit that are the trademarks of PAT. You will have first-hand experience of business operations in East Africa. You will be people orientated and comfortable operating with staff at all levels of business and government. You will be highly literate and proficient in all major relevant IT packages. Foremost, you will be fully honed in the cultural and organisational nature of Tanzania.

Ideal candidates will be able to demonstrate:

• No less than 5 years of programme management experience in Africa.
• A strong background in social development or related projects
• A broad understanding of Tanzanian Governmental processes
• Interest in the Energy sector
• Written and spoken fluency in English; Kiswahili would be an advantage also
• Exceptional presentational skills
• The ability to listen, understand, interpret and respond to a rapidly changing environment to deliver the company’s goals
• Experience managing and motivating a team
• Experience securing third party funding (including donor funding, grants and gifts)
And of course you:
• Are people orientated with the ability to identify, develop and maintain relationships across a broad range of internal and external stakeholders
• Entirely comfortable with complexity, with an agile mind and the ability deliver solutions

COMPENSATION:

PAT offers a competitive compensation package commensurate with experience.

LOCATION:

Dar es Salaam, Tanzania, with frequent travel within Tanzania, and infrequent travel outside Tanzania.
