We are currently looking for a dynamic and knowledgeable Finance and Systems Officer to enhance the impact of our work in Tanzania.
The role
Description: The role
In this role you will report to the Finance and Systems Manager with matrix management from the Economic Justice Programme Manager .
  • You will be responsible for Management of Expenditure and Budgets of the Shinyanga Programme team including general support to Programme team in annual Programme Budget Preparation, Programme Management meetings, and Field Visits.
  • You will be required to ensure effective Partner assessment, contract Agreement review as well as capacity building of the Partners through training and support visits.
  • Support the Programme team on preparation of programme Implementation plans (PIP), project budgets, annual budget and manage the preparation of financial projections or forecasts on a regular basis that are necessary for effective monitoring and review.
  • You will manage payments process including cheques, payment voucher and documents.
  • You will also manage procurement process and maintain procurement standards to be in line with Oxfam GB procurement procedures and maintain IT equipment including resolving computer and software problems.
  • To achieve this role, you will manage Shinyanga field office cash flows including fund disbursement process to meet immediate program requirements and payments, manage the preparation and uploading of programme accounts at Shinyanga, submit Monthly Accounts Reports to the Country head office and maintain effective management of floats and loans in line with Policies and Guidelines.
  • You will also analyse and appraise programme budget, understanding of cash procedures, demonstrated ability to maintain close links with the banks and understanding of financial legal frameworks and compliance to laws and regulations.
Requirements: The person
A candidate envisaged for this role will hold a university degree in Accounts or equivalent, with a minimum working experience of three (3) years as an accountant. Experience in working with International Non Governmental organisations preferably in a financial position.
To be successful for this role, you need to have proven experience of operating computerised accounting systems and coding systems(CRIMSON), excellent knowledge of spreadsheet designs and uses knowledge and experience of financial reporting requirements. You need also to have proven extensive experience in financial statement preparation, aware of sound logistics and fleet management procedures. Demonstrate sound knowledge and understanding of the audit methodologies with ability to work independently with minimum supervision, strong communication and interpersonal skills and demonstrated high level of planning skills, team working with ability to work in a culturally diverse organisation.
